force the school to allocate more money to the AD, or completely control how the AD budget is spent. I'm guessing the school has him on a very short leash in terms of being assertive and potentially bringing bad press to the school when trying to hold other schools to their contracts or petition the NCAA. There are social issues that neither he nor the BOT have any control over that I'm assuming make his job harder in ways we've yet to realize. The Big 12 negotiations were worked out among school presidents and he likely wasn't more than a puppet for the BOT.

Having said that, his handling of the football program has been awful and he somehow let the most successful program in any category BYU has ever had leave the athletic department.
