I think the though logic is that they are going to save the season with strict controls and fast rule enforcement reactions.

Also they want the flexibility to cancel games and reschedule them on the fly off things get out of hand. Non conference games are not flexible like that.

Also they don't have the ability to dictates rules and enforce them in non conference games.

It's really not fair. It sucks. Butt there is sound logic behind why.
