I believe they THOUGHT BYU's recruiting would improve with a P5 schedule
It has actually regressed somewhat. There are other factors beyond BYU's win-loss record, but that hasn't helped.

Without question, Utah's improved status has helped their local recruiting, which directly hurts BYU recruiting. But also, there has been an increase in competition with P5 schools for recruits. Not only do PAC schools find success in plucking players that BYU might have been able to land previously, but SEC and Big Ten schools seem to recruit Utah and western states more aggressively than ever before.

And, the improved NY6 access for the Group of Five conferences has helped certain programs recruit against BYU. Not only have Boise State, UCF, and Houston been able to find a nice recruiting pitch, but Utah State, North Texas, Louisiana Tech and even Toledo have had more success than BYU at times.

But, the reward could have a huge payoff. I believe that if BYU were to reach an NY6 bowl game - as an independent - our recruiting would improve drastically.
