Yestrday, a Big Sky AD said that an internal evaluation of the protocol determined that it would cost them $400,000, for the initial testing alone. They could not afford that so they voted against having football this year.

Very few FCSs, if any, can afford that additional cost when their revenue streams are dwindling.
