Must carry papers, literally a letter from the state, stating I’m exempt with my precise itinerary, places of work, lodging, etc. Without the letter you cannot rent a car, get a hotel, etc. They call your cell phone at the airport and you must show them that your phone is ringing.

Alaska figured this out a long time ago and should be a model for Hawaii.
