Comes from the angle the ball is moving relative to the camera. It looks like it picks up speed because it starts moving more across the camera screen at that point. There is nothing jerky in the pitcher’s motion like garyfan suggested, and the jerk in the batter is just him starting to move to swing but then holding up.
