Yes, the 7nm features are smaller, but barely.
And in fact Intel 10nm has the same transistor density as TSMC 7nm at 90 million transistors per sq mm, and Intel 7nm the same as TSMC 5nm (150 million per sq mm).
Intel has got beat up over the past few years for slipping behind in manufacturing process, including INTC getting clobbered a few months ago when they announced a delay to 7nm, but it appears they aren’t nearly as far behind as people assumed given their 10nm is equivalent to TSMC 7nm.
