That's just the ACC auto-berth clause. They also have claim to the other Orange
Bowl spot (with the B1G and SEC), which they are allowed no more than 2 times in the 8 years (non-playoff years) it's open (B1G and SEC are each guaranteed 3 spots of the 8).
On top of those two clauses ND is eligible for at-large berths same as BYU.
