I'd change it so that a penalty has to have been called on that player
Just that it didn't have to be a targeting penalty. If a player is called for a late hit, unnecessary roughness, etc, then the Replay booth can decide to add targeting. If the refs on the field didn't see anything wrong with the hit, then it shouldn't be reviewable.
