Got too close. He did it intentionally to try to mess with Milne. It worked. Its
a penalty to do that, and thats why its a penalty. Refs can't get out a ruler in the middle of the game. He was directly in front of Milne, and very close when the ball arrived. They have a rule and refs need to make a judgement based on that rule, and refs felt he interfered.
