the chest was not much more than the receivers hands on the defenders chest. Any contact after that was incidental as the defender has a right to the ball. Looked like handfighting to me. Contact does not always equal pass interference. Defender has a right to make a play on the ball as well, and thats what Logan was doing after the handfighting. Maybe the R hand had enough force to impede, but it was close and I can see why the ref went without calling it.
