It’s obviously discouraged but many things are. There is no rule against getting them. There is no temple recommend interview like other hard commandments, etc... there are no penalties for getting one. The church always precludes people from participating in many activities if they don’t abide by the standards or the church. Tattoos aren’t really part of that formally for any ordinance or any church membership privileges.
