You are correct.
It’s a sharp-shin. I assume the nearby pile of feathers was from a small bird the hawk captured? Or were they from the hawk itself?

Sharp-shins can easily get killed by cats and Cooper’s Hawks. Highly unlikely it was killed by a peregrine.
