Fix recruiting by paying athletes. Allow a pre determined $$ for each school.

Recruits will want to get payed. Deciding to go to Alabama and get paid $100 (or not even get paid as its already promised to a different recruit), or go to NIU and get payed $50,000. Athletes will be willing to go to smaller schools and the talent will begin to be spread out.
