If FBS football becomes its own governing body, that could change. The autonomous conferences are responsible for the lion's shar of revenue during both the regular and post seasons. They were able to craft CFP in a manner that suited them by offering the G5 more money.
More money might just be what encourages to G5 to accept higher scholarship limits - say 95, or 105.
