If you're getting pop-up ads, they're definitely not supposed to happen.
I have had a spike in inappropriate ad reports starting yesterday afternoon, but none reported pop-ups.
You can report ads using the "Report problem with ads" link either below the ad or in the footer. Please provide as much information as possible so that the ad network can figure out where they're coming from.
