BYU and Boise State are both classified as Tier 2 Research Universities. Almost every P5 is Tier 1 (only two exceptions).

So if you're basing it on things like academic reputation, enrollment, population etc then you'd take Houston, Cincy, UCF etc over BYU

And if you're basing the decision on football performance over the last 10 years or so, you'd take Boise, UCF, Cincy over BYU

The only way BYU is the top choice is if you're basing the decision on success from the specific window of 1980-2000 or so. We need to get in a P5, but we need to do some things to make ourselves more attractive for that
