Both in a good and weird way.
Many recruits have gotten sucked in by attending midnight yell practice on their official visit, and observing a religious fervor amongst student fans, in a 100k capacity stadium, unreal facilities, etc.
UT has a liberal arts vibe, Austin is a major city and nothing close to the college town atmosphere of College Station.
Most Texas kids with a desire to stay in-state, UT is 1a and A&M is a fallback. A kid might develop a relationship with a coach at A&M, there might be more playing time available, etc.
But UT, for all of its disfunction after Mac Brown, is still the frontrunner for most. Something similar to Oregon / Oregon St. dynamic, but if Oregon St also had a legion of super donors and the state of Oregon were a recruiting hotbed.
