In some cases it depends upon the IRS center that processes your returns. Even
if you got direct deposit last time, everyone processed by certain centers is getting cards this time.

Why would I have received my Economic Impact Payment in the form of a Visa card instead of deposited into my account?

I tried this a few days ago. Nothing happened and today I got a reversal and it's back on the dumb card.
