It basically locks them up for the off season. Cant sign with another team. Starts to get paid in March or so when
the teams OTA's start
He will start the year with the packers
Not much difference than players getting invited to mini camps, just that no one can do it now to him except the packers
it's basically they feel he isn't good enough to sign against the cap right now, but think higher of him than other players so want to lock him up and get a better look in camps
