This is SWORD trying to contain her in an alternate reality that she mostly fills (with a little influence from SWORD) because she is a potential nuclear weapon if someone sets her off. And her pain of losing Vision in the real world is making her ignore, or simply not care, that Westview is not real because in this reality they have a life together.

My question is whether Agnes is working with SWORD, or against Wanda to accomplish her own agenda that SWORD is trying to protect Wanda from. Clearly one of the goals of either SWORD or Agnes was for Wanda to have children, considering all those subliminal messages.
