Short interest > 100% does not mean zero borrow rate

“Naked” short selling happens, and so shares borrowed and shorted can exceed float, but that does not mean there is no borrow cost. Whoever is shorting is paying borrow, which for a stock like GME is very high! Today it is >100% interest rate (annual) to short it
