That makes sense if you are a large organization, but if you are one individual
One payout and better security will likely keep your dogs secure. Plenty of rich people are able to secure assets that are worth a lot more than $500k.

Not to mention the government can still prosecute.

People with a lot less money spend crazy amounts of money on dogs, much higher percentage of their net worth. I’m not a dog person so I wouldn’t but for someone with her resources to spend that much is not really a big deal to me given how much millions of people care about their dogs.
