That second reason is a big one in the WCC
The WCC is one of only a few conferences where this makes sense. If you're the PAC12 or Big10, the conference tourney is a chance for teams to boost their tourney resume by playing a bunch of pretty good teams at neutral sites.

The WCC is incredibly top heavy (in general, Gonzaga -> giant gap -> St Mary's and BYU -> giant gap -> everyone else) so there's a lot of crappy games for those top teams in a full tourney. Not a problem for deeper leagues (or for one-bid leagues).
