The difference to me is whether there is a pattern of targeting, or if it is...
something that happened in the moment. Kids are jerks to each other all of the time, and they say and do a lot of mean and thoughtless things to one another. We can't stoop to thinking that every time somebody says a rude or mean thing that it is "bullying", because it then diminishes the more severe cases where kids are persistently targeted, often with escalating levels physical and emotional abuse. Could a one-time case of somebody physically or verbally abusing another be considered bullying--absolutely. We just need to be careful throwing that term around and labelling every bit of jerk behavior that people exhibit. It's kind of similar to how "racism" gets thrown around. Now we are at the point where anything a white person might say or do to a person of color is considered "racist", rather than considering the motives and circumstances behind what actually took place.
