When they swarm like that they are VERY docile.
It's true of most social insects when the spare or new queens take flight to colonize new nests.

If you live in an area where small black ants swarm a lot at the surface (if you're in Utah this should be happening in the next few months) — when you see their dense swarm on the ground, place your flat & open hand directly on top of the swarm, fingers spread for effect — place it over the swarm & slowly & gently lower it onto the ants (giving the ants decent time to get out of the way before your palm smooshes them (& be kind!--put it on the ground only lightly)). Leave your flat hand palm-down on the swarm for twenty seconds or so, them pick it up. You will see the shape of your hand imprinted in the swarm as they've made way for your hand. In the process, no ants should bite you, & relatively few will even crawl onto your hand & arm.
