Team, are you allowed to make a line change before your power play?

Obviously, you can’t make a change during a normal icing call, but last night I saw a penalty called on a team and the other team iced the puck before they realized a penalty had been called.

Play was stopped immediately and they had the face off in the power play team’s offensive zone, but I couldn’t tell if they allowed the team on the PP (who had iced the puck) to make a line change.
