Incorrect. It might seem like the polite thing to do but I've experienced that exact situation causing a T-bone type
accident as commented on below. I was right there when it happened.
The people wanting to turn L out of a parking lot just need to wait until there is an opening available. If nothing else, they can turn R and then somewhere ahead get turned back around.
