Unless USSF agreed to package their rights with CONCACAF, CBS wouldn't get them.
I doubt US Soccer would do that - especially since they like to sell the home Mexico match at a premium (and Mexico does the same with the US game in Azteca). But the details are a little confusing. If CBS did manage to get them all, it's a pretty safe bet they wildly overpaid.

I'm not sure where you got that, the press release is pretty clear that this is for ALL CONCACAF games, not just the US
