Donovan was not a high draft pick and not projected to be a star coming out. So
Jazz would have a decent chance at signing him or some other star.

Jazz did not need a high draft pick to get their #1 star - Gobert.

Each franchise only has 15 roster spots. Every college player coming out and all established stars can't fit in the limited number of spots for large-market teams.

Or they could sign with a large-market team and get stuck on the bench and not many chances, if the team is already a super team.

Even with no draft, smart front offices will still get plenty of good players and even some star players to sign with them. They could offer guys like Donovan a chance to be "The guy" more than a stacked large market team could.
