Rhetoric. So no one could ever be as good as Steve Rogers, he was a fluke, so no hero is great and some are bad. Institutional racism lead to medical experimentation on black men who were superior to white men. The downtrodden need leaders who look like them; so not white males. Like I said undertones, but it became mediocre and annoying.

The point of hero shows is that the hero is worthy of emulation, but they intentionally exclude white males from the category in the show. If you are the white male you are either the bad politician, mean corporation, or the deranged, or the sidekick with an evil past because of deranged white people.

Captain America, the original Captain America could have been of any color. But they intentionally picked a non-enemy enemy to create lame social tension aimed at subtlety portraying capitalism, patriotism, and nationalism as the new evil.
