Option to EXPAND the playoffs to 16 teams:
1) Reduce preseason games by 1.

2) The regular schedule matters (especially the conference schedule).

3) Conference champions are automatically in (eliminate the conference championship game--conference sends who they want to represent them). There are 10 conference champions + 6 at large births. If two teams need to play for a championship, then do what the PAC did last year — the last week is a scramble — just matching teams up.

4) Conference champions must also be in the top 25 in the *BCS standings or they are replaced by an at-large team. An element is added to the BCS system that give more credit to real road games. The number 25 means that all conferences can have a team in and won't be completely hurt by their conference schedule.... but, they also need to be 'good'.

5) At-large teams are selected using the *old BCS system (many data points) and not by the committee. No more than 2 teams from the same conference (see point number 2). If you can't be top 2 in your conference, you don't play for a national championship. Sorry SEC, it's not an SEC tourney and we have to draw the line somewhere. This also gives independent teams an opportunity to get in.

6a) Start an 16 team playoff — 1 v 16, 2 v 15... The first round of the playoffs is the 12th game.

6b) To make up for the lost game for teams NOT in the tourney, all teams play a OOC foe. This is determined by their ranking (matching regional teams that are closely ranked and are interesting match ups). The team with the better ranking is the home team — especially if they have played fewer home games. This way all teams play 12 games.

7) Bowls: Reduce the number of bowls to 20. All conferences have a bowl tie-in. Only teams with WINNING records can go to a bowl. The bowl is the 13th game for many teams (including first round losers) AND the second round of the playoffs.

8) By now there are only 4 teams in the playoffs. Play two more games. The two top teams play 15 total games (like they do now).

This scenario gives importance to the regular season. Keeps the number of games played the same. Gives ALL teams an interesting non-conference game at the end of the season. Keeps the bowl system alive. Gives 16 teams (that's plenty) an opportunity to play for a championship.
