My parents' neighborhood went downhill ~15 years ago.
Bad lawns was the first sign. An increase in move out rates was the second. Lots of turnover in general. Properties going to rentals.

The interesting thing is that now Utah houses are becoming so expensive that the neighborhood is rebounding. Rent was so expensive that tenants could not afford it, so the owners either moved back or sold the house outright. I was there in April and several houses that had been junkers for a decade now are suddenly fixed up and owned by stable owners.
