Lived through both and Phoenix is worse. Lower elevation, higher humidity.
Lower latitude of course. Generally 3-5 degrees hotter during summer days. That being said, the desert is more beautiful there and the rest of the year is better there, too. I love winter in Phoenix, but the summers are brutal with the extra heat and higher humidity.

Vegas is too dry and cool in the winter comparatively, wreaks havoc on my sinuses.
