Determines whether Rose rule applies to Mitchell's max extension

Mitchell signed a 5 year, $163M extension. If he'd made any All-NBA team this year, he would have been eligible for a deal worth more of the cap and the deal would have become a 5 year, $195M extension.

Therefore, by being passed over for all-NBA, Mitchell lost out on just over $32M dollars (which the Jazz saved)
