What would make that more exciting/equitable is requiring the person who is fouled to take the penalty shot. That would add some real danger to the play, because you wouldn't always be able to have your ringer (Messi, Ronaldo, Bruno Fernandes, etc.) lined up to collect a relatively easy goal for them. We don't let the best shooters in basketball take everybody's free throws, so why should we allow that in soccer?
