I looked through the rule book and I think going through the rim is illegal
even on an inbounds. It doesn’t specifically address it, but it says this when discussing what constitutes basket interference:
“Touch the ball at any time with a hand which is through the basket ring.”
At any time seems to be the key. Many of the other rules use phrases like, on a shot attempt, or on a downward trajectory, etc.
