Many pilots were given the opportunity for early retirement last year so the companies wouldn't go under and many staff were let go. The staff don't yet need the money bad enough to start work so staffing has not caught up. Many finance, corporate, marketing guys for their airlines are being "asked" to work for free at the gates.
