PLAYOFFS are Winner and Runner up from each of the 4 Super Conferences Elite Levels....
Bowl games between #3 to #7 in each of the elite levels
BOWL games venue for Promotion/Relegation games between #8 Elite vs #2 Mid Level and #9 Elite vs #1 Mid level with each Super Conference.

So, 36 + 8 = 44 teams into the Major and Mid level bowls... 22 bowl games.

Some Mid bowls for #3 - #4 or #5 Mid again Mids from other Super Conferences.

Then some lower bowls for Promotion/Relegation between bottom of Mid and top of Lower tier.

Since the SUPER conferences are mostly regional, moving up and down in the tiers is not a dramatic change in travel.

You have 8 Conference Tier games, and probably ONE protected rivalry game (if a rival turns out to be in a different tier), and then one game against a team in the next tier down AT the home stadium of the lower tier.
