Baylor or TCU, assuming that the SEC sticks at 16 and the Big 12 takes Kansas (good academics) and ISU (decent academics, brother of conference school) to get to 16. That leaves the ACC at 15 with WVU and 16 if Notre Dame counts. If ND doesn't count, they have one spot available for anyone from the AAC or TCU or Baylor.

PAC12 likely adds Colorado State and Utah State, plus Cal State schools and Nevada schools or possibly even Boise State before TT or Okie State and I doubt they touch TCU or Baylor.

Kansas State is mentioned exactly nowhere in most analyses because their academics suck, their athletics aren't good, and they have no significant fanbase or market.
