Oklahoma will continue to get a share of the Texas talent — even when they haven't gotten "the best" they've largely remained competitive. As a general rule, Oklahoma has more non-Texas players than Texas players, and their Heisman Trophy winners are more likely to come from Oklahoma than Texas. I'm not willing to go count it up but I'm fairly sure the same holds true for All-Americans from Oklahoma.
