Not really. Utah vs. Oregon CCG was the highest rated Pac-12 game in 5 years.
50% higher than this year’s USC-Oregon game.

That’s not a big deal, but that record should definitely include a California school by your usage of state population as the primary metric.

Utah and BYU both sell out their stadiums. Hard pressed to find sell out crowds anywhere in CA. I think the intensity and loyalty of the base is far more important than raw population.

We see that with Rutgers.

Even then, Just looking at the TV ratings from 2019 - the last full year, Utah is 3rd in the Pac-12. Ahead of 3 CA schools.

Utah doesn’t have a strong fan base, but I don’t think the draw is nearly as weak as you proposed.
