Typically, schools have to leave their current conference before getting an official invite to a new conference; this is largely to protect the new conference from legal action by the old conference.

The SEC has stated that they've been in talks with Oklahoma and Texas and, though there is no official SEC statement, plenty within the SEC has stated that OU and UT have the votes to be invited.
