Given the actual situation, an apology letter of any form would be a stinging insult.  Thank goodness there is no such apology letter, which would make everyone uncomfortable.

Think about a guy who is telling his wife that he's going to divorce her and at the same time gives her an "apology letter."  Horrible thing to do.
