Why do you say that? The previous rule changes around fouling have stuck.

They drastically improved the shooting motion foul rule. The swiping of the arms into a defenders arms used to be rewarded with foul shots, as did get bumped and then immediately heaving the ball into the air.

I think these changes will absolutely stick.
