my point is the policy doesn't prevent, the policy prohibits. The reporter got
it wrong.

I understand that employees and even security guards are prohibited from stopping or confronting a shoplifter, which is why so many stores are closing in SF. Security guards open the doors for the thieves to run out with armloads of product.

In the case of my tenant, he saw the guy stealing and yelled at him, then the guy turned and attacked. My tenant didn't try to physically stop him from stealing, he went into self defense mode.
