That has a relatively minimal role on the final outcome. A penalty call in soccer - especially late in a 0-0 tie - is quite different. Yeah anyone can say "well the flag haters should have just gone and scored two more goals - it's their own fault". But it's really not that easy.

By the way, you can see the video of the call in the OP. US player is trying to clear the ball out the side of the box. Canada player comes up on her from behind and gets in between the leg and the ball, so the clearance kick ends up kicking the unseen opponent (25 yards from the goal).
