You play both the other teams in your pod every year (one at home and one away) and then 2 from each other pod on a rotating basis (one home and one away). This makes 8 conference games a year (4 home and 4 away). For the conference championship game, the two highest ranking teams play at the home field of the higher ranking team. However, if they already faced each during the season, the team that won face to face is the home team regardless of ranking.
Since one of the pods includes only TX schools, the proposed alignment ensures at least one home game and one away game against a Texas team for all other members and 66% of the time you get three games against Texas schools. In those years you miss out on your extra Texas game against TT, you will be playing BYU (I think will prove to be one of the biggest attendance draws if your team is at home and one of the coolest venues to visit if your team is away). Only 2 non-Texas get slightly more Texas in their schedules (BYU and OkSU), and even then its only 1 extra game every three years. TT doesn't get quite as much Texas as the other Texas schools, but this is offset by the fact that they are the only Texas school to keep an annual game with OkSU.
