It's definitely personnel.
I have four restaurant locations and every week a couple of my orders are delayed at least a day or so because lack of drivers. We live in Georgia and last week our distribution facility had to fly in truck drivers from Arizona and New Mexico to help fill the routes because they could not get enough subcontractors and to make up the slack for their own drivers
