Yes, he’s not putting up Heisman numbers. However, our very best QBs over recent history have likewise struggled against similar level of competition. Perhaps even more so. Zach did, Taysom did, Max did, John Beck did. Especially as underclassmen.
Hall has faced 3 P5 teams, two of them top 25 teams. Three wins. I have a feeling he will do very well against more pedestrian competition.
